Leah Martland is the supervisor for the Colorado Department of Public Health and Environment, Air Pollution Control Division, Regulatory Development and Engagement Unit. The Division regulates mobile sources, indoor air, and stationary sources. The Regulatory Development and Engagement Unit develops regulations to ensure that Colorado meets clean air goals and standards. In her fifteen years of experience at the Division, Leah has worked in the field applying indoor air regulations; drafted and reviewed Colorado air quality regulations; and collaborated with the regulated community, the Environmental Protection Agency, local governments, non-governmental organizations, and the public. Some of Leah’s more recent work relates to Colorado’s 2014-2021 oil and gas rules establishing first in kind regulatory requirements and Colorado’s 2008 and 2015 8-hour ozone nonattainment area State Implementation Plans and underlying regulations.
