As director of P3 infrastructure, Leslie Fangman is currently helping Saunders develop Saunders Concessions, LLC, a newly established subsidiary providing P3 services to our clients. In this position, Leslie has had a key role in the current Great Hall Redevelopment at Denver International Airport, which is using the P3 delivery method. She is working to develop our relationship with key third parties needed to participate in this type of project. She is also developing a P3 middle market for social infrastructure that will lead to further work for the construction side of the company. Leslie sits on the AIAI’s social infrastructure committee and helps develop education material.

Before joining Saunders, Leslie worked for a federal contractor as chief operating officer and managed complex projects across the country. She also served as president for a concrete construction firm from 2009-2010. Her leadership ability speaks volumes through her past and current roles.

Director of P3 Infrastructure, Saunders Construction – (January 2016 – Present)
Assisted in the development of Saunders P3 Concessions designed for P3 projects.

Actively works towards developing a P3 middle market for social infrastructure that procure work for the construction side of the company.

Current member of the AIAI’s social infrastructure Committee.

Project Manager, Saunders Construction – (February 2014-February 2016)

Served as a Civil Project Manager at DEN Airport for the South Terminal Redevelopment Program through a tri-venture consisting of Mortenson, Hunt and Saunders Construction,

The project included construction of a 519-room Westin hotel and conference center, a public transit center with a commuter rail station connecting the airport with downtown Denver, centralized pick-up and drop-off for all Regional Transportation District (RTD) buses serving the airport and a public plaza, Denver’s newest venue for programs and events where passengers and visitors can find entertainment, relaxation, art and restaurants.

Chief Operating Officer, Range and Civil Construction, LLC – (December 2012-February 2014)
Oversaw the daily operations of the company and reported directly to the Chief Executive Officer.

Managed $10-$15 million worth of work in four to six states.

Focused on overcoming operational challenges, drove change, accountability, and excellence in developing people, systems, processes, and technologies to lower costs and supply superior projects.
