David Spector is Director of the Colorado High Performance Transportation Enterprise (HPTE), an independent, government-owned business and division of the Colorado Department of Transportation. HPTE uses public private partnerships (P3), tolled express lanes, and other innovative methods to finance and develop Colorado’s surface transportation infrastructure. In 2017 David was named the P3 Entrepreneur of the Year by the American Road and Transportation Builders Association.

Prior to HPTE, David served as legal counsel to Colorado Gov. John W. Hickenlooper, where he advised on a variety of substantive matters as a member of the Governor’s executive leadership team, including as Interim Chief Legal Counsel. He chaired the Governor’s Tax Increment Finance and Urban Renewal Technical Working Group from 2015-2016. Previously, David was a lawyer and member of the partnership at Kaplan Kirsch & Rockwell LLP, where he practiced in the areas of land use, transportation, energy, and municipal law, with an emphasis on P3, project development and finance. In private practice David represented clients working on numerous development projects, including the redevelopment of Denver Union Station, Alameda Station Village, and the Stapleton redevelopment. He has a background in public finance and broad experience working with local communities and nonprofit organizations. David is active in his community, and currently serves on the Susan G. Komen Colorado Board of Directors.

David earned his bachelor of science degree from Georgetown University and his juris doctor from the University of California, Hastings College of the Law.
